Yes, foreigners can buy property in designated "freehold" areas in Dubai. This grants them 100% ownership of the property and the land.
Step-by-Step Buying Process
- Select a Property: Choose between off-plan (under construction) or ready properties.
- Make an Offer/Reservation: Sign the MOU (Form F) or pay a booking fee.
- Draft Sales Agreement: The Sales and Purchase Agreement (SPA) outlines the terms.
- No Objection Certificate (NOC): The developer issues an NOC to transfer ownership.
- Transfer of Ownership: Finalize the deal at the Dubai Land Department (DLD).
Costs to Consider
- DLD Fee: 4% of property value (one-time).
- Agent Fee: Typically 2% + VAT.

Benefits
Since 1 May 2026 the Dubai Land Department sets no minimum property value for the renewable 2-year residence visa where you are the sole owner. On a joint purchase, each co-owner's share must be at least AED 400,000. From AED 2M you qualify for the 10-year Golden Visa.
