The United Arab Emirates has recently relaxed gaming laws, accelerating plans for the country’s first casino. Interestingly, this inaugural casino resort will not be in Dubai or Abu Dhabi, but rather in Ras Al Khaimah.
The Dhs14 billion Wynn Al Marjan Island is slated to open in 2027 and is expected to surpass the original Wynn in Las Vegas, the world’s premier gaming destination.

So, why is the first UAE casino going to be in Ras Al-Khaimah?
In July 2024, the UAE established rules and regulations for commercial gaming, creating the General Commercial Gaming Regulatory Authority. This authority, initially set up in late 2023, established guidelines for responsible gaming, paving the way for casinos in the country.
While major Las Vegas brands like MGM, Bellagio, and Aria are planned for The Island Dubai project, there are currently no indications that casinos will be included before the completion of the Wynn Al Marjan Island project.
Announced in 2017, The Island Dubai will be located off the coast of Umm Suqeim, but progress has been slow. A Dhs4.4 billion construction contract was only awarded in 2024, indicating that the project is still a significant way from completion.
A report from May 2024 confirmed that Wynn anticipates the Ras Al Khaimah project to be the “first integrated gaming resort in the Middle East North Africa region.” This ambitious venture is set to feature a casino spanning approximately 18,500 square meters, making it one of the largest in the world.
The beachfront casino resort will include a striking 300-meter-tall tower, expected to be completed by late 2025, with the entire resort opening to the public in early 2027.
Situated on Ras Al Khaimah’s Dream Island (also known as Al Marjan Island), the casino resort promises to be an impressive structure. For those planning to visit, it’s about an hour’s drive from Downtown Dubai, near the Ajman/Sharjah area.
